From 24 August 2023, everyone who uses diisocyanates and diisocyanate-containing
mixtures must have completed training, and the training must be documented.
The Norwegian labor inspection authority describes the requirements here:

We are now developing a basic course that all exposed persons must complete.
The course is conducted as e-learning which is supplemented with regular
webinars where course participants can ask questions and get answers to
questions they have about the substances they handle. It is a requirement
that employees have the opportunity for an oral dialogue with an expert on
the topic, and everyone must therefore register for one of these webinars to
get an approved course. All our experts are occupational hygienists with
knowledge of chemicals and health hazards. The training must be repeated every
5 years. The authorities have decided that users of diisocyanates who have work tasks
that entail a moderately or strongly increased risk must supplement the basic
course with additional modules. For businesses with a need for enhanced
training, we will be able to supplement the e-learning course with a
company-oriented webinar, where we review relevant topics. Later, we will
look at the possibility of setting up open industry-oriented webinars.
Extended training takes around 1-1.5 hours. Who only needs basic courses? Typically workers who only handle diisocyanates in closed systems, or who only
use small amounts in well-ventilated areas and for a very short time.
The use of one-component construction foam falls under this category.
The same applies to transport of such substances in closed containers.
These primarily need to know the substance's properties, good protection
principles, skin protection, good work hygiene etc. The workers have a relatie
ly low risk of inhaling diisocyanates in concentrations that are dangerous. Who needs extended training to manage moderate risk conditions? Typically everyone who uses large amounts of diisocyanates either in open
systems with machines, or when applying substances manually. Painting with a roller
and broom falls under this category. The same applies to gluing larger surfaces with
polyurethane-based glue, or frequent use of such fasteners. Handling open mixtures
at room temperature also falls under this level of training. Rule of thumb: where it cannot be ruled out with a reasonable degree of
certainty that inhalation of dangerous concentrations will occur, this training
must be carried out. Where significant skin contact occurs, this training must be
carried out even where the limit values cannot be exceeded. Who needs extended training to manage high-risk situations?

Anyone who works with open mixtures that maintain a higher temperature
than 45 degrees Celsius. Anyone who works with the spray application of
